Start of construction on Highway 401 at Flagg Road and County Road 31


Louis W. Bray Construction Limited has been retained by the Ministry of Transportation to perform construction work on the Highway 401/Flagg Road underpass and Highway 401/County Road 31 underpass, under contract 2018-4023.


Please be advised that construction on the bridges at Highway 401 at Flagg Road and County Road 31 will start on Monday, April 29th, 2019. The first stage of work will continue until November 29th, 2019. Work involves the replacement of the Flagg Road Bridge and the partial removal and new substructure work for the County Road 31 Bridge (Morrisburg).


Flagg Road Construction

  • The following closures are currently scheduled for the Flagg Road construction site:

  • Flagg Road will be closed to all traffic from May 1st, 2019 until November 15th, 2019 for demolition of the existing bridge and full construction of a new bridge.

  • Highway 401 eastbound and westbound will be closed to all traffic from County Road 31 (interchange #750) to Carman Road (Interchange #738), including both the westbound access ramp to Highway 401 at County Road 31 and the eastbound access ramp to Highway 401 at Carman Road, from 8:00 PM on Friday, May 10th, 2019 until 8:00 AM on Saturday, May 11th, 2019, for demolition of the Flagg Road bridge.

  • Traffic may be reduced to a single lane on Highway 401 Westbound and Eastbound intermittently through the construction season, during daylight hours Monday-Friday, for construction of the new bridge.

County Road 31 Construction

The following closures are currently scheduled for the County Road 31 construction site:

  • County Road 31 will be closed to remove the east half of the bridge. A full closure of County Road 31 is scheduled to start on two separate nights to complete this removal. The first scheduled closure will be starting at 8:00 PM on Friday, May 31st, 2019 and re-open as of 8:00 AM on Saturday, June 1st, 2019. Similarly, the bridge will be closed to traffic again starting at 8:00 PM on Saturday, June 1st, 2019 and opening as of 8:00 AM on Sunday, June 2nd, 2019. County Road 31 will still remain open to traffic during construction of the new bridge; however, traffic will be reduced to one land each northbound and southbound.

  • Highway 401 Westbound will be closed to all traffic from Upper Canada Road (Interchange #758) to Carman Road (Interchange #738), including the westbound access ramp to Highway 401 at Upper Canada Road, from 8:00 PM on Friday, May 31st, 2019 until 8:00 AM on Saturday, June 1st, 2019 to complete the demolition of a portion of the existing bridge.

  • Highway 401 Eastbound will be closed to all traffic from County Road 31 (Interchange #750) to Upper Canada Road (Interchange #758), including the eastbound access ramp to Highway 401 at County Road 31 starting at 8:00 PM on Saturday, June 1st, 2019 until 8:00 AM on Sunday, June 2nd, 2019 to complete the demolition of the remaining half of the structure.

All closures dated above are subject to change based on the weather conditions and as such, additional advanced notification will be distributed by Louis W. Bray Construction Ltd. to detail specific closures, dates, time and if any alterations are made to the detour routes.


The seasonal shutdown period is scheduled from November 29th, 2019 until spring 2020 and no work will be taking place during this time. Louis W. Bray Construction will be commencing operations at the County Road 31 structure in Spring of 2020. A similar notice will be provided in advance of any operations taking place, which will detail anticipated construction work for the new season.
